traditional means of access for traditional outdoor uses and to the            
classification and the sale, lease, or other disposal of state land,           
water, or land and water was read the second time.                             
                                                                               
Senator Halford moved and asked unanimous consent that the bill be             
advanced to third reading and placed on final passage.  Senator Ellis
